So I'm now playing with a PC mod that lets me turn off quest levels (enemies are randomly leveled to within 5 levels of me making fights do-able but still challenging wherever I go). It's like level 30-something and most players are not going to get that until they beat the main quest line. The problem with that, of course, is the forced leveling.
